This was the letter Li Hongzhi wrote to Jiang Xiaojun of Haikou, capital of Hainan Province on January 18, 1996. In the letter, Li says that he is glad that there are 400 Falun Gong practitioners in Hainan, and he encourages them to study Turning the Wheel of the law closely, because "it is the fundamental turn to reach a higher level."
