According to a report published by the New York-based recordonline.com on May 9, the Planning Board in the town of Deerpark, Orange County, New York, where Falun Gong’s Dragon Springs Temple (registered as the Dragon Springs Buddhist Inc.) was located, held a meeting on Wednesday night and ended up holding off on approving a site plan and special use permit until Dragon Springs members could provide more clarity as to how many people use the facility.

Despite the international intrigue spread by Falun Gong practitioners, the Planning Board kept its sights squarely on issues within its control, trying to get a handle on how many people use the facility and when.

Board members seemed skeptical about how many people currently use the facility, with its large auditorium, and the traveling traditional Chinese performing arts consortium Shen Yun using it as its address. "I was shocked by the size of the auditorium," said board member Derek Wilson.

In November 2012, the Deerpark Planning Board denied an extension for a special use permit because the Dragon Springs had violated its site plan by failing to show it was running Fei Tian College and Fei Tian Academy of the Arts. Considering the environmental pressure that may be caused directly by the growing number of residents in the retreat, the Planning Board denied the extension for a special-use permit and asked Dragon Springs to make explanations on its running of Fei Tian College (including a performing-arts school and an Academy of the Arts).
