He compiled and published Li Hongzhi's first Falun Gong book.
He set up all the overseas tutoring stations of Falun Gong and managed to have Research Society of Falun Dafa successfully registered.
Since Li Hongzhi went abroad in 1995, he became the chief leader of Research Society of Falun Dafa in the mainland of China.
He is just Li Chang. As a former favorite of Li Hongzhi and a leading figure in Falun Gong, Li Chang used to be completely faithful to Li Hongzhi and crazily believe in Falun Gong, and Li Chang used to think that he would work for Falun Gong wholeheartedly for the rest of his lifetime.
Li Chang graduated from Nankai University as a student of science and technology. By the time he was enforced with residential surveillance on July 20, 1999, Li Chang has been a member of Communist Party for 39 years and 20 days. However, just for the sake of Falun Gong, Li Chang decided to retire two years earlier than expected from the Ministry of Public Security. Then Li Chang has been a national cadre of division level.
In order to defend Falun Gong, Li Chang directly plotted and commanded "April 25" beleaguerment of Zhongnanhai by Falun Gong practitioners, which shocked the whole country and the world. The former besiegement of Beijing TV Station was also organized and launched by Li Chang.
In September 2006, Li Chang of 67 years old recalled that period peacefully and reasonably. He remarked, "I have to be responsible for what I have done."
Li Chang has never denied his leading position in "April 25" besiegement. He recalled that on April 25, in the early morning, he intentionally drove around Zhongnanhai for some time. When he found that more and more people gathered around Zhongnanhai, he couldn't help feeling afraid for he knew what was happening was totally beyond his control. Used to be an official in the Ministry of Public Security, he figured out that he would be punished by law.
Naturally Li Chang has been imprisoned. 18 years' imprisonment was awaiting him. Li Chang has spent 7 years in prison peacefully. He said, "I have done wrong. What I have done has been against national law. I should be responsible for what I have done."
Li Chang knew clearly that Falun Gong should not be engaged in political affairs. When he was in charge of establishing overseas tutoring stations and having Research Society of Falun Dafa registered, Li Chang drafted the constitution for Research Society of Falun Dafa in person. Li Chang said, "When foreign countries were censoring our constitution, they have all focused on one point that Falun Gong shouldn't be involved in political affairs; otherwise Falun Gong would be against their laws." So when he was informed of what Li Hongzhi and Falun Gong were doing abroad nowadays, Li Chang was greatly surprised and he thought it was beyond his imagination.
Li Hongzhi has made a lot of vicious and defamatory statements about how Falun Gong practitioners have been persecuted or abused to death, and how organ transplantations have been made on living Falun Gong practitioners in the Mainland of China. As for these rumors, Li Chang gave his comments calmly.
According to his own situation, he said, "Since I was in the prison, all of them have treated me mildly and reasonably. In addition, considering my old age, they even took good care of me. So I have never been abused in any way."
Based on his experience in the Ministry of Public Security, Li Chang analyzed the rumors spread by Li Hongzhi and Falun Gong.
Li Chang said, "The ban on Falun Gong is a national campaign. A large number of policemen have been arranged to carry out the task. Experienced or senior policemen would not fight in the front line. So some green hands might take some improper or extreme actions. This is natural and inevitable according to my experience. Just like the traffic, it is hard to have no traffic accidents. But a few accidents don't mean it is too dangerous to drive on the roads. So those rumors can't hold any water."
Falun Gong has recently feigned a new rumor that there was a Sujiatun Concentration Camp for Falun Gong practitioners in Shenyang, Liaoning Province. Informed of this rumor, Li Chang felt Falun Gong tended to be more politicized. "That day, our political instructor told us the rumor about Sujiatun Concentration Camp in which six thousands Falun Gong practitioners were imprisoned and their organs were sold alive. It is clearly impossible." He said firmly and angrily, "Even if there is a single case of abuse, it is against national law and policies. But it is impossible. Even during the Cultural Revolution, no such cruel cases have occurred in our country."
"All the rumors spread just because Falun Gong has been politicized. I hate these rumors. I hate such kind of politicized Falun Gong." Li Chang felt disappointed and annoyed.
"In the process of spreading Falun Gong, I have known clearly that Falun Gong should be kept away from any political affairs in foreign countries (where Falun Gong was spread). Therefore, when Falun Gong is spreading in Taiwan, they have to follow the local regulations. But taking the reunification of China and the returning of Taiwan to China for consideration, Falun Gong shouldn't malign the Mainland policies and attack the Communist Party in this respect. It is the same case with foreign countries. Falun Gong should obey laws in those counties, but there is no excuse for them to denigrate Chinese laws." Li Chang said angrily, "In the past, I have always advocated Falun Gong to the outside as the symbol of Chinese traditional culture and Qigong culture. Now Falun Gong has been totally politicized, so it surely comes to its tragic ending. It is out of my expectations."
Li Chang reiterated, "Surely it is beyond my expectation. I haven't thought Falun Gong to develop in such a manner."
