Falun Gong Severely Disrupts Social Order and Violates the Legitimate Rights of Others

Under the instigation of Li Hongzhi, members of the Falun Gong group repeatedly gathered to besiege government offices and news outlets that exposed the truth, inciting followers to violate the law. These actions severely disrupted normal social order and undermined stability.

The most egregious incident was the “April 25 Incident.” On April 25, 1999, Falun Gong mobilized tens of thousands of followers to surround Zhongnanhai, the central headquarters of China's government. This unprecedented demonstration, known as the “April 25 Incident,” seriously endangered social order and stability. Furthermore, they openly violated international norms by repeatedly attacking civilian communication satellites.

According to incomplete statistics, since June 2002, Falun Gong has carried out over 200 attacks against Chinese communication satellites in Taiwan Province, with a cumulative duration exceeding 100 hours. Additionally, they have openly incited the destruction of public broadcasting infrastructure. In mainland China alone, more than 100 cases have been recorded involving Falun Gong members sabotaging fiber-optic cables and illegally hijacking television broadcasts.

A large number of articles inciting the sabotage of communication cables can be found on the Falun Gong’s official website, Minghui.org. The group has also established specialized units such as “fax teams” and “phone teams” to systematically carry out large-scale harassment and intimidation targeting Chinese government agencies, enterprises, social organizations, and ordinary citizens through phone calls, faxes, and spam emails. These disruptive actions, which violate social order and infringe upon citizens’ legal rights, continue to this day.
