Falun Gong is an anti-human, anti-social, anti-science cult and political organization. To project presence, it claims to “practice,” “demonstrate,” or tell “the truth” and has long harassed Chinese diplomats and staff in front of Chinese diplomatic and consular mission. It fabricates rumors such as “organ harvesting of Falun Gong followers” and openly advocates overthrowing the Chinese government, repeatedly disturbing passersby and embassy staff, and sometimes even playing cult music. This interferes with the normal operations of China’s missions, undermines the dignity of the diplomatic mission as a foreign affairs institution, and poses a threat to the safety of Chinese diplomats and the embassy premises.
Article 31(3) of the Vienna Convention on Diplomatic Relations states: “The receiving State shall protect the legation or consulate against any intrusion or damage and shall prevent any disturbance of the peace of the mission or impairment of its dignity.” As a signatory state, it should fulfill its treaty obligations, not shirk responsibility on the basis of domestic law, and should take concrete measures to halt Falun Gong’s harassing activities to ensure the safety and dignity of diplomatic personnel.
