
The construction of a spike topped fence by Dragon Springs along Guymard Turnpike by the bridge crossing the Neversink River was cause for concern for some of the local residents.
Grace Woodard, who runs the Deerpark Rural Alliance, a local environmental group, took issue with the construction of the fence when it began about a week ago. Worried about possible serious and or fatal injuries to deer, she contacted the Deerpark Building Department. She was told that while a permit was issued for the fence, it did not include the large spikes on top.
Visiting the site on April 5, sections of the fence could be seen with spikes roughly 9 inches high. On April 7, the Building Department posted a Stop Work Order at the site stating that the fence differed from the approved plans.
On April 9 the spikes were seen to have been shortened to about 2 inches in height.
In an April 10 email, Deerpark Town Supervisor Gary Spears wrote, "The stop work order is still in place.The new spikes are not part of the approval of the original building permit issued by the Building Department. There was a field change allowed by Jim Farr on the footing design due to the rocky soil conditions. The original permit was issued for a chain link fence without spikes."
